The Brihanmumbai Municipal Corporation (BMC) is yet to receive Rs 10,948.58 crore from various departments of the Maharashtra government, according to figures released during the BMC Budget 2026 presentation on Wednesday.
According to the figures up to January 31, 2026, the largest share of the pending amount – Rs 7,241.44 crore – relates to grant-in-aid payments from the state’s Education Department.
Out of the total pending amount, education grants form the biggest portion. These grants are meant to support schools and educational services run by the civic body in Mumbai.
Officials said that delays in receiving such a large sum can affect planning and cash flow management, although the BMC continues to manage its finances through internal adjustments and investments.
Higher returns expected from online investment system
The civic body reported improved earnings after introducing an Online Investment System for its surplus funds.
For the financial year 2026-27, an additional revenue of 12.62 per cent — amounting to Rs 288.34 crore — is expected due to better and more competitive investment rates.
As of 31 January 2026, the BMC has already earned Rs 2,100.56 crore in income.
Revenue expenditure reduced in 2025-26
The estimated revenue expenditure for 2025-26 was initially set at Rs 31,204.53 crore. However, this has now been revised down to Rs 28,257.91 crore — a reduction of Rs 2,946.62 crore following efforts to rationalise spending.
Up to 31 January 2026, actual revenue expenditure stood at Rs 19,001.88 crore, which is 67.24 per cent of the revised estimate.
For the financial year 2026-27, revenue expenditure is projected at Rs 32,698.44 crore.
Capital expenditure plans increased
Capital expenditure for 2025-26 was originally estimated at Rs 43,162.23 crore. This has been revised to Rs 39,159.51 crore.
By the end of January 2026, actual capital expenditure reached Rs 22,425.16 crore.
For 2026-27, the BMC has proposed a higher capital expenditure budget of Rs 48,164.28 crore, indicating continued focus on infrastructure and development projects across Mumbai.

BMC Commissioner Bhushan Gagrani on Wednesday presented the BMC Budget 2026 of Rs 80,952.56 crore for 2026–27. It represents an 8.77 per cent increase over the 2025–26 estimate of Rs 74,427.41 crore for India’s richest civic body.
